These reentry resources by state cover all 50 states plus the District of Columbia. Reentry support is delivered locally, not nationally. The programmes available to someone leaving prison in Ohio are not the same as in Texas. This guide gives you the official contact point for every state, the national programmes that apply everywhere, and — most importantly — the specific questions worth asking.

Programmes That Apply in Every State

These four exist nationwide. Most people leaving prison have never heard of the first two, and neither have most of the employers who could benefit from them.

• Federal Bonding Program — provides employers with free fidelity bonding when hiring someone with a record. Arranged through your state workforce agency. It removes the risk objection employers raise.
• Work Opportunity Tax Credit — a federal tax credit for employers hiring people with felony convictions within a set window after conviction or release. Certified through the state workforce agency.
• HUD / public housing — only two federal lifetime bans exist. Local housing authorities set everything else and use discretion. See housing after prison.
• Pell Grants — eligibility was fully restored to incarcerated students in July 2023 after a 21-year ban. See prison education programs.

What to Ask Your State Agency

Contacting the department is only useful if you ask the right things. These are the questions that change outcomes, in roughly the order they matter.

1. What reentry programmes run before release, and how do I enrol? Many require application months in advance.
2. How do I obtain identification documents before release? Without ID, housing, work and benefits all stall.
3. What transitional housing is available, and what is the waiting list? Arrange this before release, not after.
4. Which vocational programmes lead to credentials recognised outside the facility? An in-house certificate is worth far less than a portable one.
5. Will my conviction affect licensing for this trade in this state? Ask the licensing board directly, and ask whether a pre-determination is available — before you train.
6. How is healthcare continuity handled at release? Medication supply, prescriber, first appointment, insurance enrolment.
7. What are my supervision conditions regarding residence? Some restrict living where firearms are present or where others have records.
8. How do I get copies of my programme completion records? Obtaining these after release is significantly harder.

Your State Workforce Agency

This is the second office to contact, and the one most people miss. State workforce agencies administer both the Federal Bonding Program and WOTC certification, and run American Job Centers offering training and placement. Are reentry programs the same in every state?

No. Reentry is administered at state level, so programmes, eligibility rules, transitional housing availability and occupational licensing restrictions vary substantially. Only a handful of programmes, such as the Federal Bonding Program and WOTC, apply nationwide.

What should I arrange before release?

Identification documents, a confirmed and supervision-approved address, transitional housing if needed, copies of programme completion records, healthcare continuity including medication and a first appointment, and contact with your state workforce agency.
